L’insussistenza di residui attivi per circa 448mila euro (cioè entrate accertate nei precedenti anni e non ancora riscosse) sancisce il fallimento della sua Giunta, signor Sindaco, per ciò che concerne il sistema dei controlli interni di cui all’art. 51 del Regolamento di contabilità che si articola in: controllo di regolarità amministrativa e contabile, controllo di gestione, valutazione della dirigenza e valutazione e controllo strategico. Inoltre, e questo è sicuramente il fatto nuovo e gravissimo, come mai si è proceduto all’eliminazione dei residui attivi di cui sopra, sicuramente di importo non modesto, riconosciuti insussistenti, senza che siano stati apparentemente esperiti tutti gli atti necessari per ottenerne la riscossione ma soprattutto senza la deliberazione del Consiglio Comunale da adottarsi preliminarmente in sede di approvazione del rendiconto (ex art. 45 del Regolamento di contabilità). Detto questo, la prima critica che muovo al bilancio consuntivo per l’anno 2009, aldilà delle ottimistiche e meravigliose considerazioni sulla situazione socio-economica illustrata oggi in questo Consiglio, è di essere un documento contabile sicuramente corretto dal punto di vista tecnico e formale ma alquanto discutibile e deprimente sul piano politico.
Nulla è stato realizzato da questa maggioranza ad esempio per la salvaguardia ambientale, né sotto il profilo della raccolta differenziata dei rifiuti solidi urbani ancora pari a zero nel Comune di Castel Gandolfo né per quanto concerne il degrado del lago. Esprimo perplessità inoltre su come vengono utilizzate le risorse economiche, non condividendone spesso l’entità dei costi.
Tutti i cittadini di Castel Gandolfo devono poter contare su un’Amministrazione che opera all’insegna dell’economicità, efficacia e efficienza pur offrendo tutti i servizi. Un’amministrazione che combatte lo spreco di risorse pubbliche di cui purtroppo si sta perdendo il senso sacrale. Troppe quindi a mio avviso, anche in questo bilancio consuntivo le spese inutili e improduttive che trovano la loro ragion d’essere e appagano solo l’esigenza di continuare a soddisfare le clientele, le caste, ecc. Anche in questo caso noto, ancora una volta, che a fare la differenza nell’individuazione degli interventi urgenti o nelle iniziative culturali/sportive è l’interesse di parte del singolo politico di maggioranza, intento ad accontentare il proprio territorio di riferimento e il proprio bacino elettorale, piuttosto che le reali necessità del bene o del servizio acquistato con le risorse pubbliche della Comunità.
Sono solo 2 plastici esempi di come l’attuale Amministrazione comunale condotta dal centro-sinistra non abbia ormai più nulla da dire o da esprimere a favore dei cittadini, soprattutto quando a fronte dei predetti sprechi è costretta ad ammettere e a rispondere ai cittadini, tramite i propri managers / executives of area, that "despite the positive consideration, can not intervene on a wall - that Pavona obstructing vision and cause car accidents - to insufficient financial resources that can enable us to achieve such an intervention in a reasonably short time" ( I must point out that the intervention in question would require a commitment to spending no more than a thousand Euros to be paid by the municipality).

These works non sono state mai realizzate benché l’alienazione del bene immobile sia regolarmente avvenuta ma senza la riscossione da parte dell’amministrazione comunale della relativa entrata che risulta indicata nel capitolo 40064/0 denominato Proventi vendita beni immobili dove esistono appunto residui attivi anno 2009 pari a euro 144mila oltre a residui attivi anno 2008 pari a euro 100mila. Cosa aspetta l’amministrazione ad incassare questi proventi per finanziare opere pubbliche?
Per quanto riguarda le entrate ad esempio si registra uno scostamento cioè una differenza in meno di accertamenti tra la previsione iniziale e il rendiconto 2009 di circa 435mila euro di entrate tributarie e extratributarie. Anche per quanto riguarda le sanzioni da codice della strada, a fronte di una previsione per il 2009 di proventi per sanzioni amministrative pari a euro 450.500,00 sono state accertate sanzioni amministrative pecuniarie pari a euro 356.489,00. Altra anomalia è costituita dalla circostanza che la giunta nel bilancio di previsione aveva destinato ai sensi del comma 564 della legge 296/2006 una somma pari a euro 20mila dei proventi vincolati da sanzioni al codice della strada al finanziamento di assunzioni stagionali a progetto e per il ricorso alla flessibilità nel lavoro nell’ambito di specifici programmi di miglioramento della circolazione stradale. Nel bilancio consuntivo, nonostante il predetto scostamento, le spese per il personale stagionale a progetto nelle forme di contratto a tempo determinato di lavoro flessibile finanziato con quote di proventi per violazione al codice della strada è aumentato sino a euro 87.771,00.
Con riferimento poi ai risultati di gestione il conto consuntivo presenta un disavanzo di competenza pari a euro – 722,49 ripianato per lo stesso importo, mediante l’applicazione dell’avanzo di amministrazione risultante dal rendiconto 2008, e un avanzo di amministrazione pari a euro 493.565,29.
Anche per l’anno 2009 è stata confermata la propensione a non saper riscuotere i residui attivi, appena euro 1.899.884,27 quelli incassati dall’amministrazione a fronte del pagamento di residui passivi di euro 2.902.516,54.
Altro motivo per cui non voterò a favore del conto consuntivo 2009 è per i precari equilibri finanziari dell’Ente che risultano influenzati dalla patologica mole di entrate accertate e non riscosse (residui attivi) e spese impegnate e non pagate (residui passivi). Il notevole ammontare dei residui renderebbe, infatti, necessaria una più attenta opera di riaccertamento al fine della eliminazione dei residui insussistenti o inesigibili oppure, nell’ipotesi dell’effettiva sussistenza, di un’accelerazione e intensificazione dei processi di riscossione e pagamento.
Le spese correnti continuano a salire passando da euro 6.046.397,41 del 2008 a 6.268.246,72 del 2009. Anche l’efficienza nella gestione degli incassi e dei pagamenti è peggiorata.
